Get the D70s body with kit lens(the 18-70mm kit lens is actually
very good). It will also cost about 1.7k, much better than spending
the same on the 8800. 
Or the Olympus E300 plus 2 lens package will only cost him
1.6k+!
Canon 350D with kit lens also falls within this budget.
